Every 10-minute epoch burns the heartbeat slice of the bin no matter what the market does, from the first claimed fee onward. The defense slice on top is fixed at the start of each epoch from the 5-minute vs 60-minute averages; it cannot grow mid-epoch, chunks are bounded and spaced, and only that slice pauses while the market is back in UPTREND.
Burning Line model
The model market-sells the entire externally sellable supply into current liquidity and reads the price that is left. The venue is constant-product, so ordinary buying and selling cannot move the line; only tokens leaving supply forever (protocol burns, burns by anyone else, permanent locks) push it up. Treasury cash is not in the formula, so the cat spending it never lowers the line. Fee effects are deliberately ignored.
